[tex-live] You should warn users not to install texlive 2008 if they have miktex installed

That is strange, really strange. We do add the TeX Live bin dir to the
PATH, but we put it *at*the*beginning*:
debug("Prepending $plat_bindir to PATH\n");
$ENV{'PATH'}="$plat_bindir" . "$pathsep" . "$ENV{'PATH'}";
So for the following commands "our" scripts should be used. I am really
surprised if that didn't work, and why?!
