OK, this time I believe the real bug is fixed (xetex svn r.806,  
texlive svn r.10148). I was able to reproduce the crash on a non- 
Windows platform, and verified that with the latest change it no  
longer crashes.

Note that this update includes a string change and therefore affects  
dumped formats, so they will have to be rebuilt.
