Phil, I must admit that I'm the culprit.  The idea was to have the top
level index.html file visible and to hide all the other related files
in a directory called "readme.html".  I'm amazed that it confused you.

The main idea was to make index.html more noticeable.  All the other
files are hidden but can be accessed by following hyperlinks.
