[tex-live] Files in TEXMFHOME are ignored

That is strange. Do you have some environment variables (like TEXMFCNF)
etc set? What does 
	which kpsewhich
	kpsewhich  -var-value TEXMFHOME
show?

Right, calling it as user tries to overwrite a root.root file, so that
will not work. But you could use --dest for writing it somewhere else.

As root it should not give an output. And did you call
	updmap-sys 
after updating the updmap.cfg files??? The manpage of tlmgr clearly
states that it generates the config files. That does not mean that the
actual upd* is called.
