[tex-live] Installing TeXLive2008 on Cygwin

    Cygwin already has its lzma package [1], so if there is the need to add
    it to TL, 

If Cygwin is going to be natively supported in TL, there is a need.

    why not to add the executable, lzma.exe, renamed
    lzmadec.i386-cygwin in the tlpkg/installer/lzma directory?

It could be done that way, but it would be better to compile lzmadec
from the same sources (in TL) that are used for the lzmadec binaries for
all the other arches.  That way, we can be sure they all come from the
same source.  And we don't have to worry about distributing the source
for the Cygwin source separately.

Anyway, there's no sense going further with this unless and until you,
or someone, wants to work to get a native TL build on Cygwin.  lzma(dec)
is a very small part of the overall build.  See
