--list  is just for listing forthcoming updates, not actually updating. Alt:
tlmgr update --all --dry-run   does the same

It was once with me when tlmgr gone rogue. You need to reinstall some
(all) collections

I suggest to run
tlmgr list|grep "^i"|wc -l   (on UNIX, not sure about Windows
equivalents). If you have full-install the answer should be 1794 as of
today.
