[tex-live] Update first

I did not test and have no opportunity now. Also cannot find in tlmgr --help.
Assume that there is ready update to  bin-texlive texlive.infra, and I type

% tlmgr update foo

or

% tlmgr install foo

Would tlmgr request to update first bin-texlive and texlive.infra?

If this is a case then basically user has only two choices with tlmgr:

* to update bin-texlive texlive.infra,

* postpone all updates

I think, it should be explicitly mentioned in tlmgr --help
