Maybe people are using it already and did not encounter any problems.
Is there any good reason to break their documents?

The fact that it's unmaintained is not significant.  There are many
files in TeX Live or on CTAN which are unmaintained.  The main problem
is that they are not accompanied with a license file which allows
other people to take over maintenance when the original author is
unreachable or dead.

I'm wondering why people complain that ucs is unmaintained though
everybody can take over maintenance while on the other hand nobody
asked for removing PiCTeX, which is unmaintained for decades.

What Dominique did is fine and there is absolutely nothing which
legitimates any complaints.
