OK, but isn't this answering the non-question
rather than the question ?!  In other words,
you have told me (and others) how TeX Live
allows TeX to forbid certain file paths,
without clarifying how Steve (or others)
can be sure that TeX will open /their/
MyTeXlib[.tex] rather than just the first
file of that name found in TeX's search path ...
