Into the same directory as on Unix.  Since there is only one texmf.cnf
for all systems now, there can only be one TEXMFVAR.  Karl added support
for tilde expansion to kpathsea.  ~ expands to $HOME on Unix and to
$USERPROFILE on Windows.
