[tex-live] trouble starting context on latest tl2008 developer snapshot

The message exists indeed (two functions in
Master/tlpkg/TeXLive/TLUtils.pm) but the functions are not called by
the installer yet.  The function which mentions the paths is called
welcome_paths().  The other one is called welcome() and is supposed to
be used by the live system (if needed here at all).

While I concentrated on the texlua stuff, a lot had been changed in
the installer.  I fear that I have to study the code carefully before
integrating the functions to the installer.  I have more time next
week but I don't object if someone else looks into it.

Taco, if something regarding Context has to be added the welcome
message, please let me know.  I really hope that additional
environment variables can be avoided.  Environment variables are
always problematic and I'm really happy that even on Windows it's
sufficient now to set PATH appropriately and no other env vars are
needed.
