[tex-live] icudt40.dll not found

I am trying TLtest-20080719 in the live mode (run directly from DVD) . 
  When I run xetex from the commandline,  I get a message like
   
     ICUDT40.DLL not found. ......
   
  PS: I am using Windows XP as an administrator.
