1. have you added the path to the TL binaries to your PATH after 
   installation?
2. if you have installed only some scheme, perhaps it is nothing to update
   at the moment. Anyway, please try tlmgr -help. If you have perl/tk on 
   your system, you can even try tlmgr --gui.
3. please read the TL documentation 
   (texmf-doc/doc/english/texlive/texlive-en.pdf (or .html)
