Where did it come from?  It's not in the source tree.

Already present in TL.

     and tug2003.pdf

I see Build/source/texk/xdvipdfmx/tug2003.pdf, but no source.

Jonathan, if you upload the source and put a suitable license on it, we
could include that in the runtime.  Under some more meaningful name.
Maybe we should include all your articles?
