Does a standard ICU build support --datarootdir?

I'd be pretty reluctant to interfere with any of the stuff that we  
are importing directly from the ICU repository; that sounds like a  
path to maintenance nightmares. What's in libs/icu-xetex comes  
directly from their repository, with some code patches to support  
extensions that xetex needs, but the build stuff is untouched.

Maybe you can submit a patch to support --datarootdir to the ICU  
project (see <http://bugs.icu-project.org/trac/>). If it gets  
integrated there, we'll inherit it in TL next time I merge a new  
release.
