it's not xindy, it comes from your OS-supplied clisp package.

if there's a clisp-dev package for your OS, install it, and if the
dependencies are properly specified, it should supposedly install also
libpq-dev.

or manually install libpq-dev, just during xindy build (you may
uninstall it afterwards).

or build clisp from source, and it will not require libpq if it will not
be found during build.

Also, see the texlive/source/utils/xindy/README-clisp for some
additional hints for building clisp.
