[tex-live] camel package

the package is in both (current) tex-live and in miktex.

my reading of the "important notice" in the camel.dtx file is that the
licence is nosell, which i believe disqualifies it from tex-live
(certainly from most linux distros).

(i came across this while scanning for packages previously listed as
unknown licence.  i've changed the catalogue entry, but it's the work of
a moment to change it back if someone can defend a different conclusion.)
