[tex-live] beamer: has more dependencies?

Hi Manuel,

texmf-dist/tex/generic/ifxetex/ifxetex.sty

works under Plain TeX too.  Seems that it makes more sense to install
it unconditionally instead of putting it into a LaTeX related package.
