[tex-live] "Invisible" errors during installation

OK, all understood.  So a broadcast message
in this context is not something that (say)
produces a human-visible popup, but is
rather an inter-process message that should
be acted on intelligently by the receiving
process(es) without human intervention.

All is much now clearer, and -- had I known
this at the outset -- I could myself have
saved much time experimenting with turning
on and off the Windows messenger service !
