Either you haven't added the hyphenation patterns to your xelatex format
or you are using the wrong command to select the language. 

check your log-file if the language is mentioned.

The hyphenation patterns there aren't the newest version (and without a
suitable wrapper they would work only with xelatex but give problems in
other formats).

As far as I can see the newest version is inside the hyph-utf8 package.
