The hope is that students will continue to use (La)TeX after the
course ends, so while a current and complete version may not
be necessary to the course, it is important that the students be
in a position to add packages install updates.  This is particularly
true if the course uses a stripped down configuration -- once
students learn some basic LaTeX the keen ones will want to try
new things.  I find there are 3 stages:

1.  new user -- sticks with basic latex from Lamport's book.
If the experience is good, the new user becomes a
2.  recent convert --  tries out dozens of packages whose
names are found in TLC or web sites.   If the experience
is good, the convert becomes an
3.  average user -- Lamport plus under a dozen packages,
often determined by some journal's style or suggestions
from colleagues.
