[tex-live] install-tl from mirrored archive

    tug mirrors cambridge.

Well, the directory Manuel looked at, ftp://tug.org/texlive/tlnet/2008,
is the ultimate source (what cambridge mirrors).

The actual file on tug.org is executable.  What's happening is that I
long ago configured our (pro)ftpd to use FakeModes, so that all dirs
appear as 555 and all files appear as 444, regardless of the real mode.
We've never wanted anything to be executable before.

I will work now to set up a special login for Robin that doesn't do the
fake stuff.  We wanted to do that for other reasons too.
