Windows keeps several copies of -HKLM\System\CurrentControlSet
around, with names such as HKLM\System\ControlSet00[1|2|3]

I would be somewhat surprised if the value in the non-current
controlset turned out to have an effect. But I guess it is worth a
try removing PERL5LIB from all three.
