[tex-live] tlmgr bug? and texlive.infra problem

I'm was seeing something similar:

tlmgr update --list

tlmgr: installation location ftp://ftp.tex.ac.uk/tex-archive/systems/texlive/tlnet/2008
hyperref: local: 10779, source: 10985
hyphen-base: local: 10954, source: 10972
latexmk: local: 10937, source: 10977

Should not happen, please report: latexmk.universal-darwin mentioned, but neither new nor forcibly removed
rotating: local: 9039, source: 10978
texlive.infra: local: 10932, source: 10960

I haven't actually run the update...

Is this new? I don't have such a symlink at the moment.

I still haven't figured out how to regenerate the formats which tlmgr
failed to regenerate. I have some formats dated 16 Oct, some 4 Sep and
some 22 Aug. The ones it couldn't regenerate don't seem to be missing
altogether but they are the ones dated 22 Aug i.e. older than
everything else.

fmtutil-sys --missing (which seemed to be what tlmgr was running)
doesn't complain but doesn't seem to do anything either.
