[tex-live] install-tl.bat file fails on Windows XP

I cannot reproduce it. However, two pieces of advice:

- try with a new installer from CTAN (systems/texlive/tlnet/2008)
- don't unpack it to the future TeX Live location; the installer
  location is normally unrelated to the target location, and they
  might get in each other's way.
