[tex-live] tlmgr update and test

I've updated the tlcritical repo again.  I once again have hopes of
updating the main repo with the new tlmgr et al. tonight.
Testing requested as always.

I noticed that things went badly awry with an installation from the DVD
image, followed by an update of bin-texlive and texlive.infra from the
network location: the tlmgr symlink in bin/PLATFORM disappeared.  I've
attempted to fix that by going back to the previous packaging, where
tlmgr was in bin-texlive.  It is ugly but evidently we cannot change it
until we freeze updates for the 2008 release and start in on 2009.

I also tried to fix the persistent !!!Errors about tlpkg/doc by simply
removing that directory from the new texlive.infra.  The original
tlpkg/doc files (that are present on the DVD) will remain in the
installed hierarchy, but they are harmless.  This was a bug in the
DVD-vintage tlmgr that affected only the texlive.infra package.

It's especially important to try to test the install-from-dvd and then
update-from-net scenario, since the physical DVD's have shipped and will
be in members' hands very soon, if not already.  FWIW, my current theory
is to recommend the following to do that:

  # Install from DVD:
  install-tl 

  # Take future updates from the net:
  tlmgr option location /home/ftp/texlive/tlnet/2008

  # Update just the infrastructure packages, before any other updates:
  tlmgr update bin-texlive texlive.infra
