[tex-live] Please add \textcommabelow LICRs to the default microtype.cfg

I've previously submitted a patch for proper composites for Romanian
\textcommabelow LICRs to the QX encoding

[https://bugzilla.redhat.com/show_bug.cgi?id=460266]; note that these
are mapped to different Unicode points than the cedilla variants from
T1. Please apply the attached patch to microtype.cfg so these glyphs
are properly derived for microtype's purposes.
