Regarding fontinst, what is in TL is whatever was there several years
ago when Sebastian imported it.  I have never updated it, and doing so
will be a time-consuming and painful affair that I don't want to deal
with right now.  I didn't actually know there had been any changes.

In any case, it seems what we need first is to get the current version
(that was in tetex 3) onto CTAN.  Maybe you would like to write Lars
about it?  (He is not on this list, as far as I know.)

The reason it came up as "updated" now is simply because I moved the
fontinst executable to the fontinst package from the bin-tetex package.
I didn't actually change any fontinst files.
