[tex-live] tlmgr strange behavior

Actual run:

update: achemso (first remove old, then install new)
remove: achemso
install: achemso
update: achemso done
update: attachfile (first remove old, then install new)
remove: attachfile
install: attachfile
update: attachfile done

Dry run says only
install: achemso
install: attachfile

====

So,  to learn what would happen in update --all without doing it one
needs to run both


%tlmgr update --all --dry-run ###  list packages to be updated or
installed without distinction
%tlmgr update --list              ###  to list packages to be updated

(I need to check the next install to confirm)
