it is not a bug, it's a design feature.

given the much smaller size of footnote text, the same stretch as that
used in the main text is unlikely to be useful.

however, if you _really_ want the effect, set it up by

  \renewcommand\footnotelayout{\onehalfspacing}

or whatever.

double spacing is designed to allow space between lines of typewriter
output to write comments.  (i never used to find it possible...)  this
is plainly a ridiculous idea with footnotes, but if needs must...
