On the contrary, with "real" TeX Live all the files are kept out of the system
trees.  Given the basic rule that root should run only what is necessary
and nothing else, the TEXDIR should belong to whatever user manages
TeX, and the -sys functions should be run as that user (e.g., sudo -u texadm ..
is preferable to sudo ...).
