[tex-live] Problem with pgf/tikz in tl 2008 on Windows

    under D:\already\long\path\.

If this is what is happening, it is not a bug we (TL) can do anything
about.  Please report it to the pgf maintainer (Till Tantau) so he can
change the filename if he so chooses.

(It would not surprise me if there were other such cases.  255 seems
like a very small limit.)
