[tex-live] tlmgr and oberdiek superbundle

It always take a pretty long time for tlmgr to update oberdiek and I
find that many packages have new dates (I mean as files). However
usually each updates involves very few packages: say in the last one
according to oberdiek.pdf only zref has release date of 2008/09/21 and
the rest has 2008/09/13 or earlier. So actually only zref (and the
covering oberdiek.pdf and related files need to be updated). IMHO
oberdiek needs to be a category or treated more intelligently
