[tex-live] Problem with pgf/tikz in tl 2008 on Windows

    evident that tar.exe contained in texlive win32 distribution is the
    culprit.

Akira has provided a new tar.exe which I have just committed to the
repository, so it should be in the new installer packages.  

Unfortunately I can't update the texlive.infra package right now (where
tar.exe is) without updating more than we want to.  ASAP, maybe next week.
Anyone who wants it desperately will need to get it from svn.
