No, it is not true for everything but if I try to download darwin it
tries to save

 it as
lzma.universal-darwin.txt
with no -x- permissions (not a big deal but could be confusing for some)

it is true for both Safari and Firefox but it should be true for any
browser: all browsers except early versions of M$ Exploder rely upon
server to provide MIME type (and server looks at configuration files
and override instructions).
