[tex-live] (fwd) Bug#500179: Please move kvoptions.sty to texlive-latex-base

texlive-latex-base = collection-latexbase

So we should have kvoptions.sty in collection-latexbase. 

Unfortunately kvoptions is part of oberdiek, so that would mean moving
all the oberdiek packages to collection-latexbase.

Should be do that?
