[tex-live] pdftex and other binaries updates

    The MacTeX installer sets things up so that the texlive hierarchy is
    owned by root which obviously means that tlmgr requires root privileges
    if it is to make changes to the file system. Should users change this
    post-install? 

You can if you want to and are used to doing so with other software.  I
wouldn't recommend it as a general practice that all Mac users should follow.

    (Or should the installer really be setting things up differently?)

It was a conscious decision by Dick and Jonathan when they wrote the
installer.
