    Will 2009 include a mechanism that makes it able to package newer
    context versions as updates? 

Nothing specific has been discussed or planned.

    Or is it already possible in 2008, but nobody is doing it?

Third-party context modules are updated.

There is nothing in tlmgr which special-cases context (or !context).  In
theory the files could be updated.  

I'm not sure it makes sense to try to update core context in TL.  It
seems useful to me for TL to provide a stable/working context.  If we
tried to track ConTeXt development, it would get updated every day.
People who want that should just get it from Hans' site in the first
place, as has been the usual procedure since forever.

Especially when major context developments also depend on current luatex
and current mpost/mplib.
