We might get there eventually. But
- "tex" will probably always call DEK's engine
- "pdftex" will probably always call Thanh's engine

"latex" et.al. are a different matter: they now use pdftex and will
eventually use luatex (the LaTeX team could help by "endorsing" luatex
eventually). But I doubt that we'll see luatex as the default engine
for latex et.al. for some years (TL11 ?).
