For the sake of consistency, all the packages have to be downloaded
from the same mirror.   Wget retries may help if you run into a transient
network problem, but not if mirror does down, or (what seems more
common) is blocked by shaping policies.

That seems to work when updating, but for a failed install the "previous
state" isn't much use.

1.  pick a time when the network is not heavily used

2.  choose a mirror manually

3.  create a local TL mirror, either by downloading an archive,
rsync, or a tool designed for mirroring.   This may require leaving the
mirroring program running overnight.
