[tex-live] better file layout for frankenstein bundle

Hi everyone!

JFYI: there is a certain infelicity in frankenstein package bundle file
layout in texlive 2008 (so as in svn repo):

texmf-dist/tex/latex/frankenstein/ contains a number of *.sty files 
which in fact appear to be commented source, like *.dtx. Each *.sty
file is accompanied with *.stq, which is a docstripped version of that
file. 

So it, probably, would be more appropriate to keep *.sty files in the source/
subtree and rename *.stq files into *.sty. INSTALL file of the bundle 
does suggest this kind of layout.
