The problem is that I don't want to make substantive changes to the
independent Unix and Windows implementations of fmtutil, nor do I want
them to diverge any more than they already are.  I still hope to rewrite
it (and updmap and ...) one day.

Anyway, we must focus on making the release now; adding more features
must come later.

Dan, if this is your Windows installation, I don't actually know what
the Windows fmtutil consults.  I had thought it was fmtutil.cnf, one way
or another.  I don't promise to fix anything, but if you can provide
specifics about which formats are wrongly rebuilt and/or not ignored,
I'll try to think about it.  Is it really tlmgr calling fmtutil wrong,
or does tlmgr call fmtutil and it goes off and willy-nilly rebuilds a
bunch of extra stuff?  Do you have a Unix installation you can compare with?
