[tex-live] changes to infrastructure update on win32

These are normal updates, so nothing to do with infrastructure. I'm
afraid it's my fault. Somehow double remove_package slipped through
unnoticed last night. Will be OK tomorrow. The update was still
executed, right? I mean, those packages don't show up in tlmgr update
-list any more or do they?
