As far as I understand, it's not a technical problem.  The CTAN team
doesn't want to publish anything unless all authors agree.

And the catalogue can only be published if *all* authors agree.  
Otherwise it would be useless.

You said "there are many ways of protecting the addresses".  Can you
be more elaborate?  I doubt that addresses can be protected reliably.
