In TeX Live 2008 I did use tlmgr a few times to update, and so I get:

It's the same! So I checked geometry.cfg. My TL '07 distribution is
on an external disk and has /Volumes/extern/usr/local/texlive/texmf-
local/tex/geometry-neu/geometry.cfg, which contains one line:
\ExecuteOptions{a4paper}
(I don't know where it comes from.) So obviously tlmgr needs to do
something with /usr/local/texlive/<year>/texmf-dist/doc/latex/
geometry/geometry.cfg, which already has
%\ExecuteOptions{a4paper}
when a default paper format is set.
