[tex-live] Is tlmgr 2008 now completely unusable?

One has only to read TeXhax to realise that some people
will /expect/ support even though they have bought
(or joined) nothing at all !  But does not Paypal provide
a useful way of transferring small sums of money
(to, say, the TUG Office) without incurring massive bank
charges ?
