Yes, \'e is expanded in TeX stomach and usually the fontenc package
(or some other macros) decide how it will be displayed but ^^a0 is
converted to an 8-bit character in TeX mouth. It may cause the very
same problems as if it were entered directly as an 8-bith character.
It is possible to write

\us^^61packag^^61{font^^61nc} % if the "e" key is damaged on your keyboard.
