It would be \usepackage[utf8]{luainputenc} or similar.  And the "native
utf8" is strictly incompatible with LaTeX, so it is reasonable to _not_
make lualatex provide a different dialect by default unless the input
file specifies this.

The whole idea of the "inputenc" package was to provide a dependable
input syntax making files in different encodings compile on different
LaTeX installations.

I don't see why this goal should be abolished when using LuaTeX.  Why
would you want to have a file look exactly like standard LaTeX input
when it won't compile on standard LaTeX?
