There is no guarantee that ctan is up to date either.  Always linking to
tug.org, even for these installer packages, would not be good.  Most of
the time, it does not matter where it's retrieved from because the
installer isn't changing (or, hopefully, broken).

I encourage people such as yourself who are actively tracking changes to
download directly from tug.org.  But we cannot direct everyone there for
via the general links.
