Hmm, the problem perhaps is that on texlive/tlnet/2008/ we still have 
update-tlmgr* from Dec, 30, 2008, while "tlcritical" is only on 
ftp://ftp.tug.org/texlive/tlcritical/update-tlmgr* 
and is not mirrored.
